REGULAR MEETING

NEWBERN BOARD OF MAYOR AND ALDERMEN

Date: July 21, 2015

The Newbern Board of Mayor and Aldermen met in regular session in the Board Meeting Room at the Newbern Municipal Building. Mayor Olen K. Parker presiding. Aldermen present were Vice Mayor John Flatt, Robert Hart, Justin Wright, Daniel Watson, Kirby Ogden and Bradley Rogers. Also present were City Recorder Jason Roberts Office Manager Cindy Reed and Assistant Police Chief Richard Barnes.

CALL TO ORDER AND APPROVAL OF MINUTES
Mayor Parker called the meeting to order and asked Alderman Ogden to lead the board in prayer. Mayor Parker asked if the Board of Mayor and Aldermen had reviewed the minutes from last month’s meeting. Alderman Hart made a motion to approve the minutes and was seconded by Alderman Watson. All voted aye and the minutes were approved.

OLD BUSINESS DEPARTMENT REPORTS

NEWBERN HISTORICAL SOCIETY
Depot Days September 19- 3rd Saturday

POLICE DEPARTMENT REPORT
Interim Police Chief Red Barnes addressed the board and presented the monthly stats. Chief Barnes requested permission to start a neighborhood watch program. Chief Barnes stated that there was a need for such a program and it would help the police department and the community. A motion was made by Alderman Ogden to approve the creation of the Neighborhood Watch and was seconded by Alderman Wright. All voted aye and the motion carried. Chief Barnes outlined his plan to create a community policing centric focus for his department. Chief Barnes stated that it was his wish to create an environment of positive interaction with his officers and the community. Chief Barnes stated that one of the ways to accomplish this goal was to start a school interaction program where the officers would be more visible in the school system with the students. This effort was applauded by the board.

PUBLIC WORKS
Monthly status reports were presented to the Alderman prior to the meeting.

FIRE DEPARTMENT
Doug Tyler addressed the board and requested permission to sell the old tanker on our Gov-deals website. The board approved the sale by acclamation.

PLANNING COMMISSION
None

VMS
Gary Grimes addressed the board and stated that all is well.

ATTORNEY BILL
A motion was made by Alderman Watson to approve the attorney’s bill and was seconded by Alderman Hart. All voted aye and the motion carried.

NEW BUSINESS

GRANT UPDATES
Mayor Parker addressed the board and gave a brief synapsis of the current state of grants both underway and being pursued by the City. The grants included two safe rooms, downtown renovation, HOME grant, safe routes to schools grant, CN American in Bloom grant and the multi-modal grant. Mayor Parker stated that the city was very busy administering these grants and was constantly on the lookout for further opportunities.

NEWBERN HOUSING AUTHORITY APPOINTMENT
Mayor Parker addressed the board and requested approval of the reappointment of Linda Jones to the NHA. A motion was made by Alderman Hart to approve the appointment and was seconded by alderman Rogers. All voted aye and the motion carried.

ALDERMAN COMMENTS
John Flatt: Alderman Flatt wanted to know what programs if any were available to assist the elderly with their utility payments. Office Manager Reed stated that the office on aging would assist needy individuals and there were other organizations in the area as well. Alderman Flatt requested that a list of programs be created to disseminate to those who needed help. Alderman Flatt also made mention of areas in town that were in need of mowing and maintenance. Recorder Roberts gave a summary of the mowing procedure and the fee schedule. Alderman Watson stated that he felt the fee was to low and should be increased each time the city mowed a property. Recorder Roberts was requested to look at the fee schedule and make a report on any changes that were necessary.

Robert Hart: Alderman Hart requested that everyone be careful in the oppressive heat.

Kirby Ogden: Alderman Ogden echoed the sentiments of watching the heat and stated that all city crews be mindful.

ADJOURNMENT
Mayor Parker led the meeting in the Pledge of Allegiance and adjourned the meeting by acclamation.
