NEWBERN BOARD OF MAYOR AND ALDERMEN

Date: July 19, 2016

The Newbern Board of Mayor and Aldermen met in regular session in the Board Meeting Room at the Newbern Municipal Building. Mayor Olen K. Parker presiding. Aldermen present were Vice Mayor John Flatt, Robert Hart, Justin Wright, Daniel Watson, Kirby Ogden and Bradley Rogers. Also present were City Recorder Jason Roberts, Office Manager Cindy Reed, and Police Chief Red Barnes.

CALL TO ORDER AND APPROVAL OF MINUTES

Mayor Parker called the meeting to order and asked Alderman Ogden to lead the board in prayer. Mayor Parker asked if the Board of Mayor and Aldermen had reviewed the minutes from last month’s meeting. Alderman Flatt made a motion to approve the minutes and was seconded by Alderman Watson. All voted aye and the minutes were approved.

VISITORS AND VISITOR BUSINESS

Gerald Tidwell approached the board and made a request to have the City of Newbern move a sewer line constructed under the former NAPA building. After much discussion a motion was made by Alderman Flatt to approve the request for the City to absorb the cost of moving the sewer line and was seconded by Alderman Watson. A roll call vote was requested and returned 4-2 in the affirmative with Alderman Ogden and Rogers voting in opposition.

OLD BUSINESS

Recorder Roberts addressed the board and gave premium amounts for the current workers comp coverage in comparison to the proposed additional policy. A motion was made by Alderman Wright to approve the policy proposed by the Firemen and was seconded by Alderman Flatt. All voted aye and the motion carried.

DEPARTMENT REPORTS

FINANCIAL REPORT

Recorder Roberts presented the current financial numbers.

POLICE DEPARTMENT REPORT

Police Chief Red Barnes approached the board asking permission to hire Randy Odell as a new officer. Alderman Hart made a motion to approve the new hire and was seconded by Alderman Rogers. Chief Barnes also stated that the police department will be more visible at the local schools, visiting at least two times a week. Alderman Wright commended the police department on their work and planning a trip to Discovery Park for underprivileged teenagers.

PUBLIC WORKS

Monthly status reports were presented to the Alderman prior to the meeting. Recorder Roberts requested permission to purchase a used Digger Derrick truck for the Electric Department. Recorder Roberts stated that the truck was a budgeted item. The cost of the vehicle was $125,000 which was below the budgeted amount. Alderman Hart made a motion to approve the purchase of the truck and was seconded by Alderman Ogden. All voted aye and the motion carried.

FIRE DEPARTMENT

Chief Cottrell approached the board to confirmation of the boards desire to get the Departments staffing level to 24. The Board all affirmed this request.

Lance Smith addressed the board and stated that all is well.

ATTORNEY BILL

A motion was made by Alderman Flatt to approve the attorney’s bill and was seconded by Alderman Watson. All voted aye and the motion carried.

BACKHOE BID OPENING

Recorder Roberts addressed the board and stated that a bid opening was held in his office for the acquisition of two backhoes for the city’s Street and Underground departments. The bids were as follows:

SAFEROOM FINANCING

Recorder Roberts addressed the board and stated that he had conducted an informal bid solicitation for the financing of the new saferoom. Recorder Roberts stated that there were three bids received. Security Bank at 2.75%, First South Bank at 2.60% and First Citizens at 2.59%. Recorder Roberts stated that he had prepared a resolution approving the low bid from First Citizens and the application of financing for the new facility. A motion was made by Alderman Flatt to dispense with the reading and approve the resolution and was seconded by Alderman Watson. With Alderman Wright abstaining the resolution passed unanimously.

CLOSING REMARKS

Daniel Adams with Thompson Machinery addressed the board and questioned the Bid process conducted by the City on its backhoe leases.

ADJOURNMENT

Mayor Parker led the meeting in the Pledge of Allegiance and adjourned the meeting by acclamation.
