NEWBERN BOARD OF MAYOR AND ALDERMEN

Date: May 17, 2016

The Newbern Board of Mayor and Aldermen met in regular session in the Board Meeting Room at the Newbern Municipal Building. Mayor Olen K. Parker presiding. Aldermen present were Vice Mayor John Flatt, Robert Hart, Justin Wright, Daniel Watson, Kirby Ogden and Bradley Rogers. Also present were City Recorder Jason Roberts, Office Manager Cindy Reed, Chief of Operations Jim Richards and Police Chief Red Barnes.

CALL TO ORDER AND APPROVAL OF MINUTES

Mayor Parker called the meeting to order and lead the board in prayer. Mayor Parker asked if the Board of Mayor and Aldermen had reviewed the minutes from last month’s meeting. Alderman Ogden made a motion to approve the minutes and was seconded by Alderman Watson. All voted aye and the minutes were approved.

DEPARTMENT REPORTS

FINANCIAL UPDATE

Recorder Roberts presented the current financial number for the City of Newbern.

POLICE DEPARTMENT REPORT

Chief of Operations Jim Richards stated that signage is in for the Safe Rooms and the generator at the armory is up and running. Police Chief Red Barnes addressed the board and presented the monthly stats for the department. Chief Barnes asked for approval to hire Roy Deason. A motion was made by Alderman Wright to approve the hire and was seconded by Alderman Ogden. All voted aye and the motion carried. Chief Barnes presented April Cochran to the board. Ms. Cochran was hired at the last month’s meeting.

PUBLIC WORKS

Monthly status reports were presented to the Alderman prior to the meeting. Underground Utility Supervisor Casey King requested prayers for the Steve Kellough family. Mr. Kellough was a former City employee who now worked for VMS.

FIRE DEPARTMENT

Chief Cottrell stated that there were 13 calls last month.

PLANNING COMMISSION

Mayor Parker stated that street adoption was reviewed by the commission at the meeting. Recorder Roberts stated that there was a request to adopt the streets at Crowne Pointe.

VMS

Lance Smith addressed the board and stated that all is well.

ATTORNEY BILL

A motion was made by Alderman Flatt to approve the attorney’s bill and was seconded by Alderman Watson. All voted aye and the motion carried.

LIBRARY

Recorder Roberts stated that a request was made to hire summer help at the Library. A motion was made by Alderman Wright to approve the hire and was seconded by Alderman Rogers. All voted aye and the motion carried.

Mayor Parker stated that the Library Board discussed fund raising efforts and recommended the City set up an account to restrict the raised funds. Recorder Roberts stated that he would set up said account.

Recorder Roberts presented the board with a resolution to approve the application of a library grant. A motion was made by Alderman Hart to dispense with the reading and approve the resolution. The motion was seconded by Alderman Wright. All voted aye and the motion carried.

NEW BUSINESS

TRAFIC GUARD RECOGNITION

Bennie Greene approached the Board and presented the traffic guards with annual awards for their dedicated service to our community.

BID OPENINGS

DEMOLITION

Recorder Roberts stated that a bid opening was held for the demolition of condemned houses. The bids were as follows:

A motion was made by Alderman Wright to approve the low bid from Bennett’s Excavation and was seconded by Alderman Rogers. All voted aye and the motion carried.

Recorder Roberts stated that a bid opening was held for the demolition of condemned houses. The bids were as follows:

The bids were presented in two parts. A motion was made by Alderman Wright to approve the low bid of West TN fencing on the Oakview Park and was seconded by Alderman Ogden. All voted aye and the motion carried. After much discussion the Shop Fence was tabled for further discussion.

INSURANCE RFP

Recorder Roberts presented the Board with Health Insurance Proposals on the employee health coverage. These figures will be used in the Budget process.

BUDGET COMMITTEE

A budget meeting was set for June 14th at 1:00 pm.

CLOSING REMARKS

Alderman Wright congratulated the graduates.

BEER BOARD

A request for a beer permit was submitted by Phil Cooper for his new business to be held at the current RJ’s café. A motion was made by Alderman Flatt to approve the permit and was seconded by Alderman Wright. All voted aye and the motion carried.

ADJOURNMENT

Mayor Parker led the meeting in the Pledge of Allegiance and adjourned the meeting by acclamation.
