NEWBERN BOARD OF MAYOR AND ALDERMEN
Date: November 17, 2015
The Newbern Board of Mayor and Aldermen met in regular session in the Board Meeting Room at the Newbern Municipal Building. Mayor Olen K. Parker presiding. Aldermen present were Vice Mayor John Flatt, Robert Hart, Justin Wright, Daniel Watson, Kirby Ogden and Bradley Rogers. Also present were City Recorder Jason Roberts Office Manager Cindy Reed, Chief of Operations Jim Richards and Police Chief Red Barnes.
CALL TO ORDER AND APPROVAL OF MINUTES
Mayor Parker called the meeting to order and asked Alderman Ogden to lead the board in prayer. Mayor Parker asked if the Board of Mayor and Aldermen had reviewed the minutes from last month’s meeting. Alderman Hart made a motion to approve the minutes and was seconded by Alderman Ogden. All voted aye and the minutes were approved.
VISITORS AND VISITOR BUSINESS
Mayor Parker addressed the board concerning a proposed TOSHA Ordinance presented at the last board meeting. A motion was made by Alderman Flatt to dispense with the reading of the ordinance and was seconded by Alderman Watson. Alderman Flatt reiterated that the ordinance would permit the city to participate in the TOSHA program. Participation would limit penalties in accident incidences and allow annual monitoring from TOSHA on workplace safety. A motion was seconded by Alderman Flatt to approve and was seconded by Alderman Wright. A roll call vote was requested with all voting aye and the first reading was approved.
SAFEROOM O & M
Mayor Parker addressed the board concerning a proposed Safe Room O & M manual was presented at the last board meeting. Chief Richards stated that the plan covered the operation of the facility and spelled out some of the arrangements between the city and the school system. A motion was made by Alderman Hart to approve the manual and was seconded by Alderman Wright. All voted aye and the motion carried.
MONTHLY BOARD MEETING TIME
Mayor Parker stated that there was some discussion at the last month’s meeting concerning the changing of the board meeting time. After little discussion a motion was made by Alderman Hart to not change the meeting time and was seconded by Alderman Ogden. With Alderman Wright voting nay the motion passed 5 to 1.
NEWBERN HISTORICAL SOCIETY
POLICE DEPARTMENT REPORT
Assistant Police Chief Red Barnes addressed the board and stated that Officer Dave Davis had tendered his resignation. Chief Barnes thanked Officer Davis for his service and requested permission to fill the upcoming vacancy with officer Jeffrey Williams. Chief Barnes stated that he was satisfied with his background check and recommended the hire. A motion was made by Alderman Hart to approve the hire and was seconded by Alderman Ogden. All voted aye and the hire was approved. Chief Barnes presented Officer Jeff Williams and recently hired Officer Tim Wright to the board and welcomed them to the department.
Monthly status reports were presented to the Alderman prior to the meeting.
Doug Tyler addressed the board and stated that it had been extremely busy with 34 total calls.
Gary Grimes addressed the board and stated that all is well.
A motion was made by Alderman Ogden to approve the attorney’s bill and was seconded by Alderman Watson. All voted aye and the motion carried.
INCLEMENT WEATHER POLICY
Recorder Roberts addressed the board and stated that the City needed to develop an inclement weather policy. Recorder Roberts stated that the City needed guidance on what policy to follow in the event of a dangerous weather situation. After much discussion a motion was made by Alderman Wright to table the item until the next meeting and was seconded by Alderman Rogers. All voted aye and the motion carried.
Recorder Roberts presented the board with the monthly financial figures.
Alderman Rogers thanked the city employees for their hard work and wished everyone a Happy Thanksgiving.
Alderman Wright wished everyone a Happy Thanksgiving.
Alderman Hart wished everyone Happy Holidays.
Alderman Watson wished everyone a Happy Thanksgiving.
Alderman Ogden thanked all city employees.
Mayor Parker stated that the city customarily dispensed with the December meeting if there was a lack of business. A motion was made by Alderman Hart to approve the cancellation of the meeting and was seconded by Alderman Flatt. With Alderman Rogers voting nay the motion passed 5 to 1.
Prior to adjournment Marty Taylor was recognized. Mr. Taylor complained about the City’s firing range. After much discussion Recorder Roberts was tasked with looking into the range and its requirements.
Wanda and Bill Thrasher addressed the board concerning dilapidated properties in town and the existence of a semi-trailer parked in a residential neighborhood. After much discussion Recorder Roberts was tasked with determining if condemnation was a warranted action and to remediate the other infractions.
Mayor Parker led the meeting in the Pledge of Allegiance and adjourned the meeting by acclamation.
